Impact on Inner-City Communities
During the bid phase of the 2010 Winter Games there was public
concern in Vancouver about the impact the Games could have on
vulnerable populations. Many socially and economically
disadvantaged communities are in an area of Vancouver known
generically as the inner city, including the Downtown Eastside,
Downtown South and Mount Pleasant. With no previous Games-based
model to work from, the Vancouver 2010 Bid Corporation and its
three government partners (the Government of Canada, the Province
of British Columbia and the City of Vancouver) sought to address
the concerns of these communities through the
Inner-City
Inclusive (ICI) Commitment Statement.
The 37 commitments contained in this statement were developed before the Bid was won, based on community input and an independent assessment of the impact of major international events on socially and economically vulnerable communities. The ICI Commitments were guided by two principles:

Minimize any negative impacts the Games might have on Vancouver’s inner-city communities

Maximize benefits to inner-city neighbourhoods and businesses
VANOC shares accountability for implementation of the ICI
Commitments with our three government partners. The four partners
are known collectively as the ICI Partners.
