Ongoing Monitoring and Compliance

Ongoing Monitoring and ComplianceConduct ongoing third-party environmental monitoring to ensure compliance with EA commitments at venue sites during construction, operations and decommissioning, if appropriate.

Our ongoing environmental monitoring activities include water quality monitoring, and monitoring and implementation of EMPs for our venue construction sites per our regulatory (EA) commitments and other best practices (for instance, waste management, sediment and erosion control). Third-party environmental monitors flag any issues with VANOC and contractors; preventive or corrective action is taken accordingly. To date, a clean record of environmental compliance has been maintained, with no fines or sanctions incurred.

As part of each of our venue EA requirements, we have site-specific spill prevention and contingency response plans. Venue construction companies retained by VANOC familiarize themselves with the contingency plans and have “spill kits” on hand for immediate response. Third-party environmental monitors oversee construction operations and assist in any spill events, oversee any corrective action required and report as necessary. No significant spills were recorded by our third party environmental monitors at venue construction sites during the 2006-07 reporting period. No spills were reported in VANOC’s financial statements (that is, there were no fines), and no spills were reported to provincial or federal agencies (as specified by the Spill Reporting Regulation under the BC Environmental Management Act).

Challenge: Responding to an Oil Spill
Although outside of the last reporting period, one significant spill was recorded on July 10, 2006, at the Whistler Olympic Park. Personnel responded immediately and appropriately by implementing the measures detailed in VANOC’s Environmental Protection Plan (Hazardous Waste Management and Spill Plan). Due to the volume of the spill (approximately 1,000 litres of diesel fuel), VANOC’s third-party environmental monitor recognized the incident was reportable under the BC Spill Reporting Regulation and contacted the Environmental Emergency Management Program (of the BC Ministry of Environment), the RCMP and appropriate fire departments.

Under the guidance of VANOC’s environmental monitor, contaminated materials were excavated, enclosed in a constructed berm and covered with polyethylene. Absorbent pads and materials were applied to the base of excavation. VANOC’s environmental monitor assessed the site and provided recommendations to have further assessment and confirmatory sampling completed by specialists in contaminated sites.

Contaminated site specialists were recruited to sample and evaluate the spill site. The sampling results indicated that the mitigation measures employed had appropriately dealt with the cleanup of contaminated materials. VANOC’s construction contractors subsequently engaged an appropriate remediation service provider to haul approximately 150 tonnes of potentially contaminated material for remediation.
