Procurement

It’s estimated that VANOC will spend as much as $2 billion on goods and services to host the Games. Our partners, sponsors and other organizations involved will likely spend an additional $2 billion on goods and services.

Vancouver 2010 Aboriginal Procurement Strategy
As part of our commitment to achieve unprecedented Aboriginal participation in the planning and hosting of the 2010 Winter Games, we have developed an Aboriginal Procurement Strategy. The goal of this Strategy: to optimize opportunities, both for Aboriginal businesses and those that strongly support the Aboriginal community, through 2010 procurement activities.

The Strategy includes a number of procedures that are built into our purchasing processes. We’ll use these procedures, and related tools, to procure from suppliers with policies and programs that are strongly aligned with our own Aboriginal participation and sustainability objectives.

Vancouver 2010 Aboriginal Business Database
We’re currently building a database of qualified Aboriginal businesses and other organizations that strongly support the Aboriginal community. Please send your business information to VANOC procurement (note the address at the bottom of this page) and ensure you highlight your Aboriginal participation attributes.

How it works
The Aboriginal Procurement Strategy includes a series of tools designed to optimize opportunities while meeting VANOC’s overall financial and delivery requirements.

Supplier Sustainability and Aboriginal Performance Questionnaire
Prospective suppliers may be asked to complete a questionnaire outlining their sustainability and Aboriginal participation initiatives and to submit this questionnaire as part of their bid package. Our evaluation criteria will give due consideration to the organizations’ sustainability and Aboriginal participation policies and programs, conveyed as part of this process.

Direct Award
Under certain circumstances, VANOC may “direct award” contracts to companies in order to meet specific requirements, such as helping VANOC to fulfill existing sustainability and Aboriginal participation commitments.

Limited Competitive Bid
Where there are an acknowledged number of Aboriginal firms with capacity in a particular product or service area, VANOC may establish a competitive Aboriginal procurement process where only qualified Aboriginal firms will be invited to bid.

Aboriginal Opportunity Requirement
The Aboriginal Opportunities Requirement (AOR) is a flexible tool that may be used on select procurement opportunities to encourage non-Aboriginal businesses to devote a portion of their bid’s total contract value to supporting initiatives that benefit the Aboriginal community. These initiatives may include employment and training programs, sub-contracting opportunities, contributions to youth legacy programs or other programs described by the business.

Next steps
We encourage Aboriginal businesses and other organizations that strongly support the Aboriginal community, and are interested in doing business with VANOC, to take the following steps:
  • Visit vancouver2010.com to view our current and past procurement opportunities and respond to relevant opportunities. Sign up to receive e-mail updates with 2010-related information, including the latest on Aboriginal participation.
  • Register your business with VANOC’s Aboriginal Procurement Database. Please send detailed company information, including specifics about your business’ commitment to Aboriginal participation to:
The Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games (VANOC)
    3585 Graveley Street
    Vancouver, BC
    V5K 5J5
    ATTN: Procurement Department
Please send only your company contact details, a brochure if available and a description of your company’s Aboriginal participation attributes. We will not accept unsolicited business proposals, nor can we accept requests from organizations wishing to make in-person presentations of their goods and services. VANOC will attempt to provide notice to businesses in the database when an opportunity to bid arises that may be of interest. VANOC, however, will not be responsible or liable in any way for any failure to provide notification of a bid opportunity. Businesses are advised to regularly monitor this website, and the BC Bid website, for the latest VANOC business opportunities.
  • Visit the 2010 Commerce Centre and sign up for their e-notification service. It provides notice when opportunities matching your business profile are posted.
