David Guscott has devoted much of his career to facilitating
communication between governments and the public. “I
think it’s vitally important that people have a good
understanding of how tax dollars are used, and what governments
stand for. The more policies and programs are demystified, the more
people can make educated choices about initiatives that directly
impact their lives.”

federal, provincial and territorial partners, we can maximize the
benefits associated with an event of this scope,” says
Guscott. “When you have half of the world’s
population watching you, there is tremendous opportunity to
showcase all aspects of Canada’s culture and sport. I
believe it will be a big boost for the confidence of Canadians to
witness the capacities of this country.”
Guscott brings to VANOC more than three decades of government
experience, most recently as deputy minister of communications and
special projects and associate secretary of cabinet for the
Government of Ontario. An urban planner by training, he joined the
Ontario Ministry of Municipal Affairs directly after university,
never imagining the job would be the first step in a distinguished
government career spanning seven provincial ministries. Previously,
Guscott served as deputy minister of transportation, deputy
minister of labour and held several posts as assistant deputy
minister and director in the areas of environment, policy planning
and transportation.
During his tenure, he had considerable involvement with
initiatives focused on environmental protection, improved public
transit and enhancing people’s understanding of
government programs. Guscott takes great pride in the important
strides made under his watch to increase mobility for Ontarians,
particularly people with disabilities.
Born and raised in Toronto, Guscott holds a
bachelor’s degree in urban and regional planning from
the University of Waterloo and a master’s degree in
public administration from Queen’s University. He is a
member of the Canadian Institute of Planners and the Institute of
Public Administration of Canada.
Guscott’s love of the open sea and racing has led to
a longtime sailing hobby, which over the years has included wins at
numerous regattas. These days, he shares his passion for the sport
with his wife, son and daughter, all of who are keen to explore
BC’s beautiful coastlines.
